Select the plan you need from the column on the right. When you click the "Order Now" button, you will need to enter your credit card and billing information in the form. Upon successful payment, your browser will display a receipt with a link at the top that says "Click here to activate your website." When you click that link, you can select the name of your website and choose a username and password, and your website will be setup immediately.
